In 2002, the granddaughter of former Secretary of State, James Baker III, died after a spa drain entrapped her under the water. The Virginia Graeme Baker Pool & Spa Safety Act was passed to enhance the safety of public and private pools and spas, to reduce the number of child drowning’s, to reduce the number of suction entrapment incidents, injuries and deaths and to educate the public on the constant supervision of children in and around water.
Pools that were made compliant when the VGB Act was passed are now due for replacement of their drain covers and the Health Department will check for paperwork to show dates of installation this spring. The VGB Act states “all public pools and spas, both new and existing, shall be equipped with drain covers compliant with ASME/ANSI A.112.19.8 2007 standard.” Essentially, the drain covers will shut off if it senses entrapment.
